Integrated Natural Resources and Environmental Management Project

This project aims to improve the condition of watersheds and the livelihoods of poor rural people in four priority river basins, selected on the basis of their biophysical condition, socioeconomic and conservation values and state of degradation.

The project is targeting 23 watersheds in nine provinces, comprising over 1.13 million hectares with an estimated population of around 2.7 million. In the selected watersheds, it will reduce degradation caused by deforestation and unsustainable farming practices, while generating tangible economic benefits. 

Mechanisms to achieve these objectives include:

  • Payments for water regulation, soil conservation, carbon offsets and biodiversity
  • Income-generation from sustainable use and management, and value-added processing, of forest products
  • Improved natural resource productivity and climate resilience.

The project will benefit approximately 220,000 people – the majority from vulnerable and marginalized sectors – with a particular focus on indigenous peoples and resource-poor communities.

Chico URB

The project covers five (5) provinces of Apayao, Benguet, Ifugao, Kalinga and Mt. Province and about eight (8) component watersheds composed of Tabuk, Conner, Tuai, Lubuagan, Bontoc, Barlig-Tanudan and Bauko.  There are 20 municipalities with about 379,713 population that will directly benefit from the project. Poverty incidence in these areas is reported at 35.8% based on NSCB 2011 estimates. Majority or 95% of the population in this project site are indigenous peoples belonging to the tribal groups Kankanaey, Applai, Bontok, Kalinga, Ifuao and Isneg. The Chico River is known as a major river in CAR that provides water for irrigation in the provinces of Kalinga for rice production and Mt. province for vegetable production.

Bukidnon URB

The Upper Bukidnon River Basin and the Lake Lanao Basin feed at least six (6) major rivers of Mindanao including Cagayan River and Rio Grande.  Water for irrigating the rice lands of Mindanao also come from these two (2) major river basin.

Specifically, about 250,000 cubic meters of water per hour is sourced from the Bukidnon river basin to Cagayan, Tagoloan and Pulangi rivers. Bukidnon river basin also support the operation of the Pulangi Hydroelectric Power Plant which supplies 25% of Mindanao’s power needs.

Whig-Inabanga River Basin (WIRB)


The project covers Region 7 Province of Bohol with four (4) component watersheds, namely, Wahig-Pamaksalan, Danao, Dagohoy and Inabanga.  There are 15 municipalities with about 139,778 population that will directly benefit from the project. Poverty incidence in these areas is reported at 48.3 % based on NSCB 2011 estimates. About .07 % of the population belong to indigenous peoples Eskaya.  The Wahig-Inabanga River Basin is known to supply the water requirements of the three (3) dams – Malinao, Bayongan and Capayas, considered as national irrigation system covering about 10,040 hectares.
