The project covers Region 7 Province of Bohol with four (4) component watersheds, namely, Wahig-Pamaksalan, Danao, Dagohoy and Inabanga.  There are 15 municipalities with about 139,778 population that will directly benefit from the project. Poverty incidence in these areas is reported at 48.3 % based on NSCB 2011 estimates. About .07 % of the population belong to indigenous peoples Eskaya.  The Wahig-Inabanga River Basin is known to supply the water requirements of the three (3) dams – Malinao, Bayongan and Capayas, considered as national irrigation system covering about 10,040 hectares.

Some of the issues and concerns prevailing in the area are:

o   Human settlement and land cultivation;

o   Forest and grass fire;

o   Illegal timber cutting;

o   Unclear resource use rights;

o   Sustainability of the watershed;

o   Lack of or inadequate technical/financial assistance on  farmers re: agroforestry and other livelihood system;

o   Access to credit or financial services and social and health services; and

o   Provision of all-weather farm to market roads.
